HSTA advocates for SPED, ELL and EES improvements

While the HSTA contractual negotiations are complete for the next couple of years, the HSTA is still advocating for our teachers’ working and students’ learning environments on some new and continuing committees to help improve the areas of special education, English language learners and the teacher evaluation process.

 

HSTA Contract Committee on Special Education

Our contract calls for the SPED committee to meet at least four times each school year for the purpose of fact-finding and problem-solving operational and working condition concerns such as:

  • the use of time within the instructional day for IEP meetings without disrupting students’ schedules

  • the use of school days for developing IEPs

  • the modification of existing rules, procedures and practices relating to the development of IEPs

  • the need to decrease the length of IEP conferences

    Superintendent’s Special Education Program Review Task Force

    This year, the superintendent requested that HSTA provide five people to serve on a task force to complete a program review of special education. Other members of the task force include representatives from DOE, HGEA, parents and the community.  The task force began meetings in November with the goal of completing a program review and providing recommendations on special education to the superintendent and BOE.  The panel has scheduled eight full-day meetings (December through April). The group has also been divided into three focus groups (with HSTA representation on each) in the following areas: Least Restrictive Environment (LRE) and Implementation Sites, Resource Allocation (funding and human capital) and Building Staff Capacity.

    ELL Task Force

    The superintendent also requested that HSTA provide five people to serve on a task force to complete a program review related to English language learners.  The work of that committee has not yet started, but HSTA has submitted the names of its representatives to the superintendent’s office.

    ELL Contract Committee

    As part of our new contract this year, the HSTA and DOE agreed to form an English Langauge Learner Contract Committee.  This committee shall meet not less than two (2) times each school year for the purpose of fact-finding and problem-solving operational and working condition concerns for teachers assigned ELL students.  The committee has not yet met as HSTA is awaiting the DOE’s appointees.

    Educator Effectiveness System (EES) Joint Committee (Contract)

    The HSTA is still awaiting DOE notification of appointees from the employer side to serve as DOE representatives on the EES joint committee.  As soon as we are notified, the committee will meet and begin the work to prepare for changes to EES to begin in school year 2019-2020, including the differentiation for effective teachers to be on standard track every four years.
