Aloha Colleagues,

For those of you who attended Teacher Institute Days on Wednesday, Thursday, and Friday last week, you heard firsthand about our continued advocacy work regarding changes to the Educator Effectiveness System (EES) and early announcement about talks regarding the Smarter Balanced Assessment (SBA).

HSTA is pleased to announce that following deliberations with the Superintendent, a decision was made to look at delaying the use of SBA results.  According to the attached letter from the DOE today, the Department is looking at the test administered in the SY2015-16 school year.  This would mean that student proficiency and growth results from school year 2014-2015 would not be used as part of educator evaluations in the current year.

Throughout this process, HSTA’s position has been clear that the use of test scores to determine student growth is not a valid measure to determine teacher effectiveness.

We want to work towards improving the system so that it is streamlined and efficient with consistent implementation and the right supports for teachers and students.

Thank you.  Throughout the 2013-2014 school year, HSTA collected feedback from members across the state to provide the data teachers on the HSTA EES Advisory Committee and Joint Committee needed to inform changes to the EES.  Our teacher representatives, HSTA Advocacy, and the Department of Education heard your voices. 

HSTA will continue to work with the DOE to develop an evaluation system that informs teacher practice and helps student to be successful.
