Teachers; Incentives; Bonus; Title I
Authorizes an additional per year bonus for teachers who maintain current national board certification and teach at a school in a focus, priority, or superintendent’s zone school under the National Board Certification Incentive Program. Authorizes an additional per year bonus through the end date of a teacher’s national board certification, for teachers who received a bonus for teaching at a school in a focus, priority, or superintendent’s zone school under the National Board Certification Incentive Program, and continue teaching at that school after the school is no longer so classified. Department of Education; Student Hours
Requires all public secondary schools to implement a school year that includes 990 student hours to all school years beginning with the 2015-2016 school year. Clarifies that the definition of “student hours” shall be determined by the board of education in consultation with the exclusive representatives of the appropriate bargaining units. (SD1)

Public School Lands
Requires public school lands that are leased to benefit public educational purposes rather than simply to be used for public purposes. Authorizes the DOE to enter into lease back agreements. (SD2)

Administering of Auto-injectable Epinephrine; Students with Anaphylaxis; Testing and Management; Students with Diabetes
Authorizes Department of Education (DOE) employees and agents to volunteer to administer auto-injectable epinephrine to a student with anaphylaxis in an emergency situation and to assist in the testing and management of diabetes for students. Allows students with diabetes to self-test and self-manage their illness. Requires DOE to report on the status of implementation. (HB10 HD2)
