The Hawaii State Department of Education (HIDOE) recently created a new Bargaining Unit 05 position titled Behavior Analyst Teacher (BAT). 

The HSTA and the HIDOE have been engaged in a consult and confer process regarding this position since last fall. This new position was created in part to address legislation related to special education services, specifically the licensing of behavior analysts for the diagnosis and treatment of autism and other health care needs.

The BAT position will be a new type of teacher within Bargaining Unit 05 and will be represented by HSTA. BATs will fall under the HSTA contract and salary schedule.

The HIDOE anticipates approximately 30-40 positions will be created at the complex/district/state level to address behavior analyst work within the department. HSTA understands that there are 15 positions posted for application in TATP #2.

These positions will not be engaging in day-to-day instruction. The BATs’ major duties will include conducting functional behavior assessments (FBA), designing and developing behavior intervention plans (BIP), and providing implementation oversight of the BIP. In addition, the position requires both a valid Hawaii state teacher license and a current license to provide behavior analytic service in the State of Hawaii. 

Currently, a number of teachers are participating in a Masters in Special Education and Board Certified Behavior Analyst (BCBA) certification program, paid for by the HIDOE. Those teachers will be able to apply for BAT positions once they have completed that program.
