10-month teachers will see first raises in their Aug. 17 paychecks

While 12-month and multi-track teachers have been back at school since the beginning of July, the vast majority of Hawaiʻi State Teachers Association (HSTA) members will return from summer break next week. Some HSTA members have requested clarification about any pay increases for the 2023–2024 school year, including when to expect the increases.

The first pay raise of the new contract goes into effect on the first work day of school year 2023–2024 and includes a 2% across-the-board pay raise and a step movement for those teachers currently on Step 5-14A. A step movement equals 3%, so most teachers will see an overall increase of 5% in their salary.

Ten-month teachers will see the increase in their first paycheck of the 2023–2024 school year on Aug. 17. Normally, the first check is Aug. 20, but this year, Aug. 20 falls on a Sunday, and Aug. 18 is a state holiday, so the first paycheck will occur earlier than usual. Twelve-month teachers and multi-track teachers should have seen an increase on July 20, with their first paycheck of the 2023–2024 school year. The new 12-month salary schedule can be found on page 84 of the new contract and is also posted here*.

In addition, some members fall into specific categories and their compensation will change in different ways, including the following:

  • Teachers moving from Step 14A to Step 14B will see an overall 8% raise. The increase includes the 2% across-the-board raise and the value of moving from 14A to 14B (the top step), which is a 6% increase.
  • Teachers already at Step 14B, the top step, will receive a one-time $3,000 lump sum payment upon starting the school year. Note: If teachers retire or resign before the first work day, they will not receive the $3,000. The lump-sum payment for 10-month teachers will be processed in the Sept. 5 paycheck.
  • Emergency hires (instructors), previously on Steps 1, 2, or 3, will move to a newly created Step 4. Steps 1–3 will be eliminated. Emergency hires will remain on Step 4 until they complete their State Approved Teacher Education Program (SATEP).
  • Teachers employed in school year 2021–2022 who were on Step 5 or higher in school year 2022–2023 and did not receive a compression adjustment will receive a one-time $3,000 lump sum payment upon starting the school year. Note: If teachers retire or resign before the first work day, they will not receive the $3,000. The lump-sum payment for 10-month teachers will be processed in the Sept. 5 paycheck.

Per the HSTA contract, Article VII, B, teachers should have been notified of their employment and salary status for the ensuing school year no later than the last day of the school year or as soon as possible after the consummation of transfers and/or new assignments. The Hawaiʻi State Department of Education (HIDOE) began sending out personnel action forms (Form 5s) at the end of May. Public charter schools should be doing the same.
