On March 13, the HSTA sent communication to both the HIDOE and all 37 public charter schools regarding their obligation to consult and/or bargain with the HSTA regarding the wages, hours, and working conditions of our members.

Re: Coronavirus (COVID-19) Preparation
The Hawaii State Teachers Association (HSTA) has been made aware that the Hawaii Department of Education (HIDOE) and all public charter schools (PCS) are contemplating various plans in response to the COVID-19 threat which will likely affect the wages, hours, and working conditions of our members, and may even directly involve our collective bargaining agreement and established practices.
We are deeply concerned for the safety and health of our members and their students and consider this the number one priority moving forward. However, we must also be mindful that our teachers, our students, and their families could be severely affected financially, economically, and academically if such plans are not implemented with due care and consideration.
As such, we respectfully ask that you consult with the HSTA if you intend to implement new policies or practices or make changes to any matter affecting employee relations. Moreover, while we are sensitive to the need to act expeditiously in light of the COVID-19 threat, we must also insist on respecting our rights relating to negotiations before any changes are made to the wages, hours, and working conditions of our members. We stand ready to act swiftly and conscientiously for the safety and well-being of all involved.
In closing, the HSTA is available to meet and convene discussions at any time.
