The Hawaii Labor Relations Board (HLRB) this week denied the state’s motion to dismiss the HSTA's prohibited practice complaint about the state refusing to bargain with HSTA over rapidly changing coronavirus threats to its members.

This formal written request follows the class grievance that HSTA filed Aug. 17 on behalf of Bargaining Unit 05 employees over violations to the HSTA collective bargaining agreement (contract) and memorandum of understanding (MOU) reached with the state of Hawaii in June.

“DOE had not been publicizing positive cases until pressed by HSTA. Then, citing privacy laws, DOE only provided information by large complex areas, prompting the teachers’ union to begin identifying specific schools,” the auditor’s report said.
