The Hawaii State Teachers Association has reached an agreement with the Hawaii State Department of Education to push back the deadline for the first Teacher Assignment and Transfer Program (TATP) posting by one month.
A delay in the TATP schedule and deadlines allows additional time for the department to consider restored budget reductions to the weighted student formula (WSF) and special education per-pupil allocation (SPPA), reducing the need for schools to cut teacher and other staff positions for the next school year.

These changes mean that principals will post their tentative line assignments on or before March 8. Many principals posted their tentative lines in advance of the original date, so teachers may already have an idea of the school’s staffing plans for 2021–22. We also know principals were directed to make contingency plans in case funds were restored. Article XIX of our contract requires principals to facilitate an open, democratic, and collaborative process regarding their school budget. We strongly encourage you to reach out to your principal and ask about your school’s contingency plans to bring back positions that were initially slated for elimination in school year 2021–22.
While we do anticipate additional adjustments to schools’ WSF and SPPA allocations for next school year, the superintendent has not yet announced the exact changes. It will likely be a few weeks more before those announcements come out as progress of funding bills at the Hawaii State Legislature and possible additional federal stimulus funding will impact those decisions.
